The 2024 Primary Election has now taken place!! As we look forward to school starting up, pre-season football, and plenty of politics, here are the updates you need!
Announcements
As a reminder our monthly SAS Compliance Office Hours officially opened up to credit unions of all sizes. As a reminder, Compliance Office Hours are held at 9:00 a.m. on the first Friday of every month. The next session will be held on Sept. 6. Advocacy
In Lansing, the State Legislature has recessed for the summer. The U.S. Congress has also recessed for in-district work.
Even though the U.S. Congress is not meeting at the moment, prior to their departure, U.S. Rep. Maxine Waters (D-CA) and U.S. Sens. Richard Blumenthal (D-CT) and Elizabeth Warren (D-MA) introduced the Protecting Consumers from Payment Scams Act (H.R. 9303 and S. 4943, respectively). The bill would amend the Electronic Fund Transfer Act (EFTA) to define an unauthorized transfer as one that includes a fraudulently induced transfer, and requiring financial institutions to reimburse consumers for this type of fraud. It would also define merchant charges for undelivered goods as “errors” along with misdirected payments resulting from information a consumer initially provided. EFTA’s current carveout for wire transfers would also change, with the bill treating remittance transfers the same as other electronic fund transfers subject to EFTA’s framework for error resolution and consumer reimbursement.
America’s Credit Unions, the MCUL, and the state Leagues are strongly opposed to this legislation. While it is not expected to pass in the current session, it will be important to ensure that this legislation does not gain any momentum for future sessions. An Action Alert has been set up to assist credit unions in contacting their members of the U.S. Congress to communicate opposition to this measure. We strongly encourage you to take action and let our Michigan delegation know of your opposition.

Grassroots and Advocacy Funding
As a reminder, Hike the Hill takes place from Sept. 9-11 in Washington, D.C. An optional bus tour that includes stops at the National Archives, Lincoln Memorial and Arlington National Cemetery has been added to the agenda for Sept. 11. Please visit our Hike the Hill website for more information on the tour and to register for it: Hike the Hill - Michigan Credit Union League (mcul.org). If you haven’t already registered for the Hike registration and hotel details can be found on the site as well. The deadline to secure a hotel room in our block is Aug. 15. As mentioned in our last edition, the rescheduled 2024 ASFM Golf Outing will take place on Sept. 6. You can register to golf here, and can also contribute as a sponsor for the event here by clicking “other” and entering a sponsorship amount. We still need golfers!! Elections
The August Primary Elections are now complete. At the federal level, U.S. Rep. Elissa Slotkin (D) and former U.S. Rep. Mike Rogers (R) will face off to replace retiring U.S. Sen. Debbie Stabenow (D). State Sen. Kristen McDonald-Rivet (D) and Paul Junge (R) will compete for the open 8th Congressional District seat being vacated by U.S. Rep. Dan Kildee (D). Former state Sens. Curtis Hertel, Jr. (D) and Tom Barrett (R), both unopposed in the Primary, move forward to the November ballot in the open 7th Congressional District. U.S. Rep. Shri Thanedar appears to have held off a challenge from Detroit City Councilmember Mary Waters in the 13th Congressional District, and all other congressional incumbents emerged unscathed. At the state level, many incumbent members of the state House of Representatives faced primary battles but only two lost their challenges. Parker Fairbairn (R) defeated embattled Rep. Neil Friske (R), and Jason Woolford (R) defeated Rep. Bob Bezotte (R). Rep. Bezotte had initially publicized that he would not run for re-election and had endorsed Woolford, but then pivoted and filed to challenge. Both seats are expected to remain Republican in November. The current Democrat majority in the House sits at a slim 56-54 margin, and control of the chamber is considered to be in play this fall.
Nationally, Vice President Kamala Harris selected Minnesota Gov. Tim Walz as her running mate on the Democratic ticket, to square off against former President Donald Trump and U.S. Sen. J.D. Vance. The Democratic National Convention convenes in Chicago toward the end of this month.
Next up, the November General Election will take place on Nov. 5. As per our normal practice during election cycles, a full list of endorsed state and federal candidates will continue to be included at the bottom of this update and will be updated onto our website. The next meeting of the Executive Committee of the Government and Political Affairs Forum where endorsements will be considered is Aug. 26.
